Silva's UI is completely dynamic anyway, so while we cache a few
things (widgets, sidebar) that we can, in general one doesn't expect
to be able to cache Silva's UI. By i18n there we don't make matters
worse.

So aren't we talking about the problem concerning content (and public
layout) after all?
