[silva-dev] [issue507] Altering metadata xml during development has no effect?

When altering the metadata XML on the filesystem, this appears to have no 
effect, even if I press the 'refresh' button. I understand that by altering
this I can introduce a bug in metadata migration, but the goal is to ease
development, and having to create a whole new silva root is not a good
if I just want to do a UI tweak. I may be missing something somewhere
however, but it should still be possible to use the refresh button
in service_extensions nonetheless to do this.
