[silva-dev] notifications by the issue tracker about new issues?

Hi silva-dev's:

 it seems the issue tracker does no longer send mails to silva-dev if a
new issue is created.
 
 I remember there has been some confusion one time because several
people misread the generated mail, assuming it has been a posting to
silva-dev, not an issue creation. Someone seems to have disabled the
posting to silva-dev to avoid this confusion.

 However I found this a useful feature to keep up to date with the
current issues; it gives people a chance to nose in to a new issue, if
the creator has not nodes them in already. This may be especially
important in case of issues created by people not familiar with the
tracker, because these people often nose in nobody. 

 The one occasion where some people misunderstood the mail has actually
lead to some important insight that installation problems should not be
handled in the issue tracker, so the confusion has produced some value
at least.

 Of course one can periodically scan the issue tracer for new /
unassigned issues but I am actually to lazy to do this at like to get
notified instead ;-)

 If its only me, just forget it, but maybe someone else misses this
feature, too?
