[silva-dev] filesystem forms in the smi

Actually this is not the whole truth. You can create a Formulator form
via ZMI (somwhere outside silva). There is an XML tab where you can
paste xml in and out. I.e. if you paste the form's xml file in there and
hit edit you have a form which is editable via ZMI. Edit, re-export and
you're done.
