Readers should of course be able to see non-published titles. If you
don't see this title there must be a bug involved. No considerations
of military high security situations were made when this code was
written. :)

Non-public titles should not be visible by *viewers*; they should see
the public titles only. Since you should only see public titles when
you can see the document anyway, that should be an entirely consistent
experience as well.
