Sorry to be the messenger, but we export single documents all the
time, e.g. to make PDFs of office docs. If this feature is broken it
needs to be repaired.

The confusion in the UI is a different issue. Marc, did you actually
do an export and get the entire publication? The export uses the
nearest id, which is unfortunately the container (long explanation of
why it's not the doc itself) and uses that for the export file name.
But only the document content is actually exported.
