[Silva-general] Docs on ExtFile and Accesibility Links

Hmmm, I can't find it either, and it isn't in older versions of ExtFile 
(checked back to 1.2.0) or Silva (checked back to 0.9.1) either. Seems 
like someone intended to write this document but never did. I'll have a 
look to see if I can find out who and when that was.
