[Silva-general] SilvaMailing breaks Silva 2.1.1 without SilvaLayout (was Re: SilvaLayout in 2.1.1 buldout)

SilvaMailing depends on SilvaLayout for the mailing layouts, but it  
shouldn't decimate the system if SilvaLayout is not there.
